Can there be a switch be installed into my Uniden Washington to turn the power up or down from 1 watt to 4 watts so I can safely run power? And can it be put on a stacked switch like along with the rf gain ?

There are two "Washington" base radios.
The older one with the 4-pin socket is a pain in the neck, but doable. Multiple parts get removed, and new ones installed. The problem with the factory-original carrier-control circuit is that turning down the carrier also reduces the modulated peak power at the same time.
The later one with the 5-pin socket is not so big a deal. Seems to me that the RF Gain control can be hijacked for this use. That one is easier to get decent "swing" from the radio with the carrier power reduced.
Don't know where a detailed step-by-step "how-to" might be found for that.

That's the easier one. Sure wish somebody (else) would post a clear, complete step-by-step for doing that.

That one is for AM-only radios that don't already have a carrier-adjust trimmer pot inside them. The sideband radios are easier. No need to add the TIP120 transistor, since that circuit function is already built into the radio.
Gotta write that up someday. Can't believe nobody else has.

yes it can be hooked to the rf gain to be safe you can add a small 10k pot to it so it wont go over 4 watts
