The receiver is good on CB band. Put it on HF can not hear anyone. Checked the crystals fq CB good no fq on the hf crystal. Other than that receiver works good. Hooked the fq counter up an it shows 31.400 on cb & xtl. Shows nothing on HF. 238

Three major possibilities:
1) The switch contacts have to be good, of course. Not a common problem, but a bent switch contact would stop the 31.72 crystal from running.
2) Bad crystal. Not all that likely, but still possible.
3) The slug in the coil for the crystal oscillator circuit L3 is turned a bit too far into the winding. From under the chassis, turning it counterclockwise one turn might kick the HF crystal into running. Select the "CB" band and turn the slug clockwise. The receiver's signal level will increase, and then stop suddenly. Back the slug the other way a half-turn and the crystal will kick back in and start running again. Conventional wisdom is to turn the slug a half turn or more counterclockwise past the "kick-in" point. Setting it too close can cause the crystal to only start oscillating sometimes. The correct setting for the HF crystal is usually another half turn or so counterclockwise from this point on the CB crystal.
Might be this simple.
Might be a bum crystal. If the only crystal tester you have is the radio, turning the slug in L3 is the only test available to you.
