First, you need a radio that understands the "offset" frequency.
Since the repeater is simultaneously receiving on one channel and transmitting on another, your 2-meter radio has to be able to "split" its transmit frequency to match the one the repeater is listening to, and receive on the other channel where the repeater is transmitting.
Older 2-meter radios will have a 'fixed' split of 600 kHz. Selecting "-" (minus) will cause your radio to transmit 600 kHz below where you're listening. This is the standard split used between 146 and 147 MHz.
Between 147 and 148, the custom is to split "+", that is for your radio to transmit 600 kHz ABOVE where you are receiving.
When 2 meters got crowded, repeaters appeared below 146 MHz. Non-standard splits are used by repeaters in busy areas where the standard channel pairs with the 600 kHz split are filled up. Newer radios will permit you to specify the exact split frequency. Older radios will permit only the 600 kHz separation.
But first, you need to know where the repeaters are in the first place for your area.
Somebody here will have a link to an on-line repeater directory, but I don't.

Also, a lot of repeaters use a sub-audible tone on the RX of the repeater. Also known as PL or CTCSS. You must TX the proper sub-audible tone frequency for the repeaters RX to hear you. The PL frequency, if required, will be listed with the repeaters other info.
