The SSB transmitter uses crystals in the 16 MHz range. Each channel crystal is mixed with two other crystals and together they add up to your 27 MHz transmit frequency. Channel 1 is 16.270 MHz, and they go up from there, 16.280 for channel 2 and so on.
The AM-only transmitter uses a crystal that actually runs on the transmit frequency.
Just not compatible.

Actually, the PAL is one of the most stable of the well known VFO's out there. I've known people who have used them on SSB without issue. The Glen is no good for SSB and the Siltronix can drift around a bit.
