I have a Mark 4 that transmits and receives fine on AM, I can’t tune anybody in on SSB they sound garbled or like they are under water. I know these are not great SSB radios, any ideas?

Yeah. Get a sideband radio if you want to use SSB. When Browning put sideband in the transmitter, they did a pretty good job. The receiver has shortcomings even when it's right. Even if you fix this problem you'll be disappointed with the quality of sideband receive when you're done.
My idea is "don't bother". The payback is worth far less than the cost.
