I've got a Mark III Golden Eagle with a PAL VCO wired to the transmitter. Not quite sure how to make it work. The rest of the radio is working fine just don't know how to use the VCO. Thanks for any info Larebear.

I'd start with two details:
1: Is this the correct version to match the Mark III SSB transmitter? If you have a frequency counter that you can patch into the Pal's output, you should read about 16.27 MHz with the dial on channel 1. The PAL was made in many versions, each meant to match the many different crystal frequencies used in 23-channel radios. Have a look at the crystal inside the PAL. It should be marked with a frequency around 11 MHz to match that radio.
2) Is the PAL putting anything out at all? A 'scope, a frequency counter or both is a big help here. The thing is bound to be at least 30 years old, so it could have age problems.

I have a Pal with the 6.000 mg crystal. Can you just put in an 11 mgh crystal to get it to work? It is an A2
