hmm... there's lots of possible causes right there. What's your 20 (as in your location)?

Could be that it's 30 years old and the decades have caught up with it.
The "Roadtalker 40" name was used on a whole product line. This doesn't narrow it down to just one radio model. Most Sears radios used a model number with three digits, a decimal point and another 4 to 8 digits. Usually on a metal plate or sticker above the serial number.
To do basic troubleshooting, you need a spare mike that you KNOW is good. Mikes break more often than radios. And some radios will receive only with a GOOD mike plugged in. But a spare mike wired for this radio may not be simple to obtain.
A wattmeter between the radio and the antenna is important. The meter on the radio may have gotten old and stiff. Just because the internal meter won't move doesn't guarantee that there is no power coming out of it. You said the MODULATION side of the wattmeter won't move. Does the meter show any steady power on the 20 Watt power scale when you key the mike? If so, this points to the mike and not the radio.
If anybody has already tried to repair it, and it still doesn't work, this is not a good sign. Tends to boost the cost of making it work if other accidental damage is done during an unsuccessful repair attempt. It happens.
Another radio tuned to the same channel can be a big help, just so you can hear what the radio's transmitter is doing.
There is a good chance that all it needs is a mike. What kind you'll need will depend on the model number. Sears used two different types of mike plug for their CB radios.

Make sure it is switched to cb and not p.a. Sometimes this gets knocked around inadvertantly. JR
