I know what this sounds like.
Sounds like somebody replaced the mike cord and ignored which wire had the shield wrapped around it.
The choice of colors in a mike cord is nearly random. The single wire that is shielded is used to carry the mike audio into the radio's mike preamp circuit. This is to prevent the sensitive mike input from picking up stray noise and hum.
But if the old cord used the red wire for the audio, and the new cord uses the white wire for this, you can't use the same color wires for the same jobs as the old cord.
But some folks will copy the color layout regardless, probably as a way to keep track of which wire goes where. The result will be that the wire carrying the mike audio in the new cord will not have that shield on it. One of the other wires will.
Or someone may have rewired the mike plug at some time in the last 35 years, and just got it wrong.
Or the cord on the mike could be defective.
Mikes break more frequently than radios. And cords are like brake shoes. Use them long enough and they wear out.

Also check to see if the shield wire on the microphone plug is making intermittent contact, or is disconnected.

Try moving the microphone card around when you key the radio. It's possible that you could have a bad cord, too.
