Does anyone have any information on this base antenna? Or have had any experience with it? One of these antennas are being offered on ebay? Is it worth the purchase?

The problem with that gain figure is what is the 7.65 dB gain over. There are usually two types of reference, dBi (isotropic) and dBd (dipole).
dBi is a measurement that compares the gain of an antenna with respect to an isotropic radiator (a theoretical antenna that disperses incoming energy evenly over the surface of an imaginary sphere) and dBd compares the gain of an antenna to the gain of a reference dipole antenna (defined as 2.15 dBi gain).
Anyway, the antenna looks to be a standard half wave vertical dipole design. No bad, but you usually get a lot of common currents feeding back down the coax through the shielding. You can use a 1:1 balun (also called an air wound choke) to eliminate them.
If you can get it cheap enough, give it a try. HomerBB has some great antenna designs posted here that you could also try if money is a factor.
