So, when you plug a Robyn T123B in, and it is in "Stand By" mode, or volume knob turned all the way off, should the lamp in the S-Meter be on, along with the RX light?

There is no "Stand-by" mode on the T-123b...It's either powered on or off. If you have it powered on, with the volume turned down, the meter light and the RX light will be on...once you turn it off, no lights should be on.....the radio has a fairly short warm-up period as it has a solid state power supply...If lights are operating with the power off, (and the power cord still connected) then you have an issue someplace in your power supplyor a possible bad switch/volume pot...Have you checked all the diodes and capacitors for leaks and/or shorts? Another question, and this will sound silly, but did you wire up the power cord, or did one come already made for the radio? The octal plug has pins assigned for 110 use as well as 12vdc by using different pin positions.

Ok, a Robyn T123 has the "Stand By" mode.... volume dial on (Power On), but the squelch turned all the way left puts the radio in this mode...
The 123B has no official stand by mode, but does feature "Instant On".....with the radio plugged in but "Off", isn't that kind of similar to the stand by mode on the 123?
No, I haven't checked all of the components yet.... I just got the radio cheap since it didn't work. When I got it home, I flipped the radio over and it had blown it's internal fuse, and had blown the .1 uF cap. I replaced both and checked a few other items around the damaged cap. They were o.k..... I am going to need to do a bit more checking when I find the time. I was going to spend some time with the radio today, but that ended the moment my wife discovered water under the washing machine.
As far as the power cord is concerned, it is an AC cord and did come with the radio. I do need to check it to make sure everything is good on it, and make sure it is in fact wired for a 123B. That wasn't a silly question; thanks for bringing that variable up. Wouldn't it be fun to blow up a radio cause the cord belonged to another radio?

Figured out the problem with the help of a friend..... 2 bad caps, 2 bad diodes, NINE bad tubes!
