You mean like, all the time even when the button's not being pushed?
I have seen a tiny arc form across the contact points on the Spot switch. That will do it. Adjusting the contacts on that switch is a touchy operation. The switch is easily ruined.
A bum Spot switch that someone has glitched trying to adjust it would do this.

No, when you push the spot button the signal is weak, sometimes just over the noise level

Oops. Shoulda read for comprehension. Checking the 150-Volt zener diode is where I would start. Alignment will affect this as well.

Mine has a tone when on USB or LSB, nothing on just AM.
