The schematic on CB Tricks says for AC power the cord goes to pins 4 and 5 and 1 and 3 are jumped together. Tried that and the receive light lights up but none of the tubes do. Looked under the chassis and pin one is blank on the power connector. So question is what is the proper power cord wiring?

Pin 1 has 12.6 Volts AC on it, to light up the heaters in the tubes when running it as a base. A mobile cord will feed pin 3 from the vehicle's DC power.
If the heaters light up, you did it right.
Would seem likely that a 50 year-old radio has other faults that keep it from functioning normally.
Usually a safe bet that a radio that old has at least one fault in it, usually more.

The thing is inside the radio Pin 1 has no wire going to the connector. Thats what has me stumped.

Kinda makes it sound like something's not wired like the schematic diagram shows. The 12.6 Volts AC to light the filaments comes out of pin 1 on the schemo. Has to be a wire feeding it to that pin of the radio socket.
This should prevent the filaments from lighting up. But you said that's the only thing that appears to work.
Really doesn't add up for me. Gotta figure something inside has been rewired or tweakerized.

I got lucky and found the Sam's manual for it in my collection. It is different from the schematic on CB Tricks. It has pins 1,3 and 8 jumpered together. Since 1 is blank I jumped 3 and 8 and that got it working.

Rock on! Good to hear you got it resolved. Gotta remember this next Royale I see. Seems to me the brand name changed hands around the time that model was made. Can't remember the names of the two parent companies, but this kind of production change can make you pull your hair out.

Looking at mine and the picture of the top of the chassis in the Sam's manual it has the Courier Royale name stamped on the edge behind the S meter and mine has the name stamped behind the speaker. Got me thinking there may have been a production change.

The company changed hands while that model was being produced. Can't remember the two company names, but a proper diagram for 'before' and 'after', both would be a help.
